CANADA SEEKS TO BAN OWNERSHIP OF CETACEANS
A Canadian Senate bill seeks to put a ban on owning or otherwise using cetaceans for human profit or benefit. Introduced by Senator Wilfred Moore, it seeks amendments within existing Canadian law in a bid to phase out cetacean captivity for good.

RUSSIAN ORCA WHALE IMPORTS COULD BE NEXT
18 wild-caught beluga whales from the Sea of Okhotsk may be imported into the United States to be kept in small concrete tanks. Over the past two years, eleven orcas were caught in the wild in the Sea of Okhotsk. Reflections On Our Key Beluga Lawsuit Victory
We at Earth Island and activists dedicated to ending the captivity of cetaceans are celebrating the victory in federal court in Atlanta. In a huge win, Judge Amy Totenberg denied the Georgia Aquarium the permit they sought in order to import 18 wild-caught beluga whales from a population in Russia that is sorely depleted.
"This federal court ruling is a stunning rebuke to every captive whale facility that tries to profit off ripping belugas, orcas and other marine mammals from the wild, despite cruel capture methods and damage to their populations,” stated David Phillips, Director of the International Marine Mammal Project of Earth Island Institute.
The court victory has many ramifications. Russia, along with Taiji, Japan, and Cuba, is becoming a major source of captive marine mammals, as other sources around the world have either been depleted or closed to the dolphin trade by activists and governments.

Scientists Call for California Commission to End Captive Orca Breeding
A group of scientists has come together to propose that the Commission add a condition to the permit approval in which SeaWorld would no longer breed orcas in captivity in San Diego. The condition would further restrict SeaWorld from bringing in or removing any captive orcas from their San Diego facility, with exceptions for retirement of captive orcas to a sea pen and for bringing in stranded and sick individuals for rehabilitation and return to the ocean.

Mark J. Palmer, Associate Director of the Earth Island Institute's International Marine Mammal Project, testifies to the California Coastal Commission against SeaWorld San Diego's proposed Blue World project.
Palmer encouraged the development of rehabilitation and release facilities, pointing out that there exist good candidates for release at SeaWorld. One such candidate is the orca Corky, whom was stolen from the Pacific Northwest population. Editorial Boards Slam SeaWorld
On November 15, the Washington Post editorial board published a piece titled “SeaWorld’s Whales Still Deserve Better”. The authors argue that just as the Ringling Bros. and Barnum & Bailey Circus had to come to grips with the reality that dressing up elephants and forcing them to stand on their heads was a callous holdover of another age, SeaWorld should recognize the need for new thinking and bold action. The whales now in captivity are unlikely to survive in the wild, but sanctuaries could be created that would better emulate conditions of their natural habitat. The existing tanks would be put to far better use accommodating the injured animals that are a part of SeaWorld’s admirable rescue efforts. Since breeding orcas only consigns future generations to captivity and its inherent cruelty, SeaWorld should voluntarily end the practice.

Three Russian Orcas Are Released
Last week, 3 orcas from the notorious “whale jail” in Russia were transported to the Sea of Okhotsk, where they were released. This release appeared to go better for the orcas than the release last month. Two orcas and six beluga whales were previously released into the Sea of Okhotsk on June 27th, under government contract, by the same Russian companies that captured the whales in the first place.

Norway Now Kills More Whales Than Japan
Norway has surpassed Japan and Iceland in its whale hunting quotas (which do not include dolphins), and now officially kills more whales than any country in the world. Iceland actually temporarily stopped whaling this summer due to a lack of market for whale meat and other factors, while Japan has cut back its whaling effort to focus on whaling only within their 200-mile Exclusive Economic Zone.

Russian Whale Jail: Third Release Begins Thursday (Plus A Begging Whale)
A unique aspect of this latest release is that the Russian fisheries agency (VNIRO) has agreed to take along an observer from Greenpeace Moscow. Three More Russian Orcas Released; Next Release Scheduled
The next release is scheduled to begin on August 22nd, according to the Russian environmental agency. It will include the two remaining orcas, and possibly some of the beluga whales. It takes five days to truck and barge the whales from the Russian Whale Jail, south of Vladivostok, to their home waters. The agency vowed to continue the process for the remaining beluga whales as long as the weather will allow, likely into November.

Whale Watching in Monterey Bay
I recently went on a whale-watching cruise in Monterey Bay, leaving from the small city of Santa Cruz. We spent quite a long time watching a pair of humpback whales – a mother and her calf – feeding on anchovies in the bay. As an extra treat, we also encountered a great white shark. The presence of humpback whales in Monterey is a major conservation victory. Three shore-based whaling stations, one in Monterey Bay and the other two in San Francisco Bay, hunted for the great whales during the 1950s and early 60s.

Russian Whale Jail Whale Rejoins Family
One of the major questions that confronts the release of cetaceans: Will they be able to find and rejoin their original family pods, despite being in captivity for a prolonged period of time?
A positive answer has now emerged for one of the Whale Jail orcas who has been released. On August 20th, Grigory Tsidulko and other Russian researchers studying bowhead whales around the Shantar Sea were able to photograph a pod of killer whales that included an orca with a satellite tag.

Another Russian Whale Jail Orca Rejoins Wild Pod!
Last week, researchers photographed a released Whale Jail orca swimming with a pod of 13 other wild orcas in Russia’s Sea of Okhotsk. The orca, named “Zina,” is the second of the released orcas to have reintegrated with a wild pod. The pod was photographed swimming around the Shantar Islands on Sept. 9th, 2019. According to the researchers, Zina lost the satellite tag that the Russian Fisheries Agency placed on her during her release on August 6th.

11 Russian Belugas Head Home, 50 To Go
Last Friday, The Russian Fisheries Agency (VNIRO) announced that eleven beluga whales are being moved hundreds of miles from the Whale Jail, east of Vladivostok, to their home waters in the Sea of Okhotsk. The belugas were reportedly picked up on October 18th and loaded onto a research vessel for transport north.

House Votes to Block Offshore Oil Drilling in Atlantic & Pacific Oceans
The International Marine Mammal Project (IMMP) of Earth Island Institute joined 38 national organizations in supporting legislation to block offshore oil drilling in the Atlantic and the Pacific Ocean, and off the Gulf Coast of Florida.
These are areas of sensitive wildlife habitat, including the homes of many species of whales and dolphins. Offshore oil drilling is known to cause large and chronic oil spills, as well as the dumping of toxic drilling muck into the sea. Exploring for oil can also precipitate harmful noise pollution (from the air canons that probe the ocean bottom for oil-bearing rock formations). Furthermore, coastal businesses in fishing and tourism are dependent on clean, oil-industry-free oceans. Oil drilling operations can ruin these businesses due to toxic discharge and noise pollution. Organizations supporting the legislation include the Sierra Club, Oceana, IFAW, IMMP, and many others.

“Spy” Whale Navigates the Fjords of Norway

Russian Whale Jail Defunct At Last
The Russian government announced on Monday that the remaining beluga whales in the notorious Whale Jail near the port of Nakhodka have been released back into the ocean.
On November 8, 2019, nineteen beluga whales were released from the Whale Jail from a Russian research vessel, the Professor Kaganovsky. An additional thirteen beluga whales were loaded on a second scientific research vessel, the Zodiac, and then released. The final eighteen beluga whales were loaded onto the Professor Kaganovsky and released on November 10th.

Leader of Save the Whale Movement, Dr. Sidney Holt, Dead at 93
Few scientists have had as much impact on fisheries and the International Whaling Commission as Dr. Sidney Holt, who died just before Christmas at his home in Italy. Dr. Holt was a strong advocate for whale protection, introducing the successful idea of whale sanctuaries, as a delegate for the government of the Republic of the Seychelles. At the IWC his measure for an Indian Ocean Whale Sanctuary passed despite opposition from many whaling nations. Eventually, in 1994, the Antarctic Ocean was declared a Whale Sanctuary by the IWC, a provision that Japan objected to and regularly violated.

IMMP Calls for Mandatory Ship Speed Limits to Protect Whales
On August 19, 2021, the International Marine Mammal Project of Earth Island Institute sent the following letter to the US National Marine Fisheries Service (NOAA Fisheries) and the US Coast Guard, urging these agencies to put in place mandatory speed limits for large commercial vessels that threaten whales with ship strikes along the coast of California. Currently, ships speeds are voluntary, and as many as half of the commercial vessels ignore the limits.
